Identification of suitable components for determining the remuneration of managers in state-owned enterprises

Abstract
In the private sector, managers' remuneration is determined based on agreements with owners. However, in the public sector, various political and social factors have made the determination of managers' remuneration a subject of ongoing debate. Low levels of remuneration for managers of state-owned enterprises can lead to demotivation and, consequently, a reluctance among skilled and experienced professionals to work in the public sector. On the other hand, the lack of clear regulations regarding remuneration may lead to the improper use of government assets and create public sensitivity. In this research, the Delphi method was employed, utilizing the insights of 40 elites to identify 13 significant components for determining the remuneration of managers in state-owned enterprises. The findings indicate that inadequate remuneration for public sector managers contributes to the abuse of power and administrative corruption. Therefore, to motivate managers and enhance the productivity of these enterprises, their remuneration should align with their capabilities and the risks they undertake and be determined based on performance indicators. Additionally, to improve transparency, the remuneration details of managers in state-owned enterprises should be disclosed in annual financial reports, and the performance of enterprise managers should be both recognized and critiqued during the annual general meetings of state-owned enterprises.
